This error might show up when you use NetBEUI (Named Pipes) database path like \\SERVER\C:\path\to\database.fdb, but NetBEUI protocol is not installed/active on the remote server.

You can also get the error when trying to use an external file. In such cases, the error message is clear:

ISC ERROR MESSAGE:
Access to external file "D:\FILES\EXT103.TXT" is denied by server administrator
