CHARACTER SET WIN1250 is not installed
You might get this error message when you try to restore the database on Linux using a regular user account. Something like this:
/opt/firebird/bin/gbak -c backup.fbk database.fdb
The solution is to run restore via TCP/IP by prefixing LOCALHOST or machine's host name.
/opt/firebird/bin/gbak -c backup.fbk localhost:/var/db/database.fdb -user sysdba -pass ******
